Victoria is growing rapidly and before SRL is delivered, Melbourne is expected to be home to nine million people – the size of London today.
We’re planning now to ensure areas around SRL East stations will be ready to meet the needs of our growing population.
Building the new underground stations at Cheltenham, Clayton, Monash, Glen Waverley, Burwood and Box Hill provides an opportunity to enhance the surrounding neighbourhoods (or precincts), making them even greater places to live, work, visit, study and shop.
We’re planning to ensure these areas benefit from an improved range of infrastructure and services, providing better connections to jobs, open space and community facilities, and supporting the delivery of 20-minute neighbourhoods.
A structure planning process will consider opportunities and challenges for local neighbourhoods and areas around the new SRL East stations.
Structure plans for SRL East Precincts will set out a shared vision and provide a framework for how areas around the new stations will grow and change over time while protecting and preserving the features people love about them now.
The plans will guide change in each precinct by defining the preferred outcomes important to the local area. These might include future land use, built form, and additional infrastructure, open space, car parking and the future street network, among others.
Planning Scheme Amendments (PSAs) will be required to implement precinct structure plans into the planning schemes of the cities of Bayside, Kingston, Monash and Whitehorse.
Today, Cheltenham is valued for its bayside location, green open spaces, easy access to retail and entertainment, and its family atmosphere.
It’s now our priority to plan how Cheltenham today will grow into the future.

Clayton will be both a leading health cluster and transport super hub for Melbourne’s southern metropolitan and Gippsland region. Home to world-standard healthcare and leading-edge commercialised research and development innovations, it will also be a hub for local living services and maintain a high amenity environment.

Today, Monash is valued for its easy access to education and medical facilities, along with its mix of shopfronts and multicultural dining.

Monash will continue to be known globally for innovation, building on Monash University’s strengths in science, technology, engineering and mathematics (STEM) to attract and retain leading global firms. Significant employment growth will be supported by an attractive public realm, comprehensive walking, cycling and public transport networks, and a diverse lifestyle and hospitality offering.

Today, Glen Waverley is valued a thriving retail, hospitality and community hub with good public transport and a range of cherished open spaces.
It’s now our priority to plan how Glen Waverley today will grow into the future.

Glen Waverley will be a centre for workers, students and residents, accessible from across the eastern metropolitan region and anchored by a vibrant multicultural core. Central Glen Waverley will grow through an intensified mix of businesses, retail, services and entertainment uses, within a pedestrian and cycling-friendly local environment.

Today, Burwood is valued for its green, leafy residential area including to Gardiners Creek Reserve and access to major education institutions.
It’s now our priority to plan how Burwood today will grow into the future.
To start thinking and talking about what Burwood could become, we have developed a draft ambition statement about the unique qualities of the area:
Burwood will have significant mixed-use activity areas and be a major education precinct for Victoria, anchored by Deakin University’s strengths as a leader in technology and commerce. A well designed public realm along the Burwood Highway corridor will support more jobs and residents and access to Gardiners Creek will be supported by convenient walking and cycling links.

Today, Box Hill is a vibrant activity centre valued for its culturally diverse activity centre, its many great retail and dining options, as well as being a major transport interchange and a growing hub of employment.
It’s now our priority to plan how Box Hill today will grow into the future.
To start thinking and talking about what Box Hill could become, we have developed a draft ambition statement about the unique qualities of the area:
Box Hill will be a significant Metropolitan Activity Centre (MAC) and strategic multi modal hub for Melbourne’s east. It will see growth in health and public sector jobs, anchored by Eastern Health, Box Hill Institute and government offices. This will be balanced by a leafy and permeable central area with mixed use development, providing a multicultural hub and community infrastructure for its diverse population.
