WARREN — Work on two bridges off Reserve Avenue is scheduled to begin Monday, with the road to be closed to traffic through November.
Paul Makosky, director of engineering, planning and building for the city, told Warren City Council Wednesday the Ohio Department of Transportation will inspect the bridges to see if they are structurally safe and in good condition at no cost to the city.
The two bridges on Reserve Avenue include one that goes over West Market Street and the other over Haliday Road SW and railroad tracks.
BG Trucking and Construction will do the work at $1,807,013. The project construction inspection is being compiled by CTL Engineering at $266,829. Makosky said federal and state funds are in place for $1,682,352 of the cost, and the city is covering the balance.
He said rehabilitation construction work has begun on the bridges. The roads will be closed through November and then work will continue in spring 2023.
“Every year bridges are required to have an inspection and a report provided to the state. The state has agreed to complete the inspections on the city’s behalf at no cost,” he said.
Makosky said the materials for the bridge expansion joints have been ordered. He said the last time an inspection was done on the bridges was three years ago.
In other business, Mayor Doug Franklin said the city has $35,000 to be used for the demolition of 24 abandoned and dilapidated homes throughout the city.
Officials said the demolitions will begin shortly and will be mostly residential structures that have been damaged by fire or age and have become “eyesores.”
Franklin said he did not want to release any addresses ahead of time because when this has happened in the past, people drop off old tires and trash at the properties.

Also, council established a special fund for opioid settlement money.
Law Director Enzo Cantalamessa said the city will receive guidelines on how the money can be spent and provide more details on what projects or items the money can be used.
“We are not sure how much we will receive. We will wait and see what definitive criteria and guidelines we get on how we can spend the money,” he said.
In other matters, members of council expressed concern over the removal of the traffic signal at the intersection of Tod Avenue and Palmyra Road.
‘The cars are speeding there since the flashing light was taken out,” said Councilwoman Cheryl Saffold, D-6th Ward.
Councilman-at-Large Ken MacPherson said there are problems with speeding vehicles throughout the city and especially in residential neighborhoods.
Councilwoman-at-Large Helen Rucker said a police officer needs to be physically near the intersection of Tod Avenue and Palmyra Road to make motorists aware that speeding is not permitted and they need to slow down.
She said when motorists head south on Tod Avenue into Lordstown, the police are very visible there.
Also, Franklin reported the city has gone out for design bids for the Summit Street dam removal in Warren.
He said the project will be funded by the state with money shared among several communities getting dams removed.
Franklin said the dam’s removal will help with cleaning the water and will be good for the environment.
He said the Leavittsburg Dam, which is larger than the Summit Street dam, was approved by the Trumbull County MetroParks to have it removed as well.
