CLARKSBURG, W.Va. (WV News) — The Harrison County Planning Commission met in a special meeting Thursday to vote on matters arising from a residential development near Bridgeport.
Three members of the Planning Commission, just enough for a quorum, met at the Harrison County Courthouse and virtually via Zoom for the meeting.
The members voted 3-0 to approve a new preliminary plan and plat for the Meadow View Residential Development subdivision.
They also unanimously approved a waiver application submitted by The Thrasher Group engineering firm on behalf of the developers.
Single-family dwellings are already built within the development, and a project to install new multifamily dwellings is now underway. The entry and exit point of the development would have a grade of approximately 8 degrees, according to Planning Commission Chair James Smith.
The portion of road in question is about 28 feet — about the width of three parking spaces — from the intersection to the top of the hill, according to Smith.
There is also ample opportunity for drivers to check for oncoming traffic before descending the hill, he said.
The slope of the hill exceeds what is allowable under the county’s new Subdivision and Land Development Ordinance passed by the County Commission last September, so the developer was required to seek the waiver.
The grade was allowable under the county’s previous ordinance, however, which was in effect when development began at Meadow View. In fact, another grade along the road leading to the existing single-family dwellings is close to 8 degrees, according to Smith.
“That grade … was already approved because it was under the original subdivision rules of Harrison County,” Smith said, “… so what they’re asking for is not out of the ordinary. It’s something they’ve already been approved for. I know we have new rules in place since then, but having the development already underway … it would make sense to approve the waiver with the grade.”
Smith said a stop sign may be removed to allow people to move freely up and down the corridor to help with traffic.
“We do live in West Virginia and getting flat land is a challenge anywhere,” he said.
