Series of programs to assist landlords with repairs and other compliance requirements. The funding allocated by HRD is part of the $203 million housing plan announced in July 2022 by Mayor Mike Duggan and City Council members as part of an effort to increase the number of affordable rental housing units in the city.​
Eligible landlords can qualify for grants up to $15,000 per unit to help obtain a rental Certificate of Compliance from the City of Detroit’s Buildings, Safety Engineering, and Environmental Department (BSEED).​
 
What are the qualifications?​
An eligible landlord’s primary residence must be located in the City of Detroit. ​
Landlord must not own more than two rental properties in Detroit.​
Eligible homes must be 2-unit duplex or 3-unit triplex structures. Single-family homes are not eligible for this program. ​
Rental units must be rented at an affordable rate (*60% Area Median Income).​
Landlord must agree to a continued rental affordability rate for five years after improvements.​
Examples of eligible repairs include: property rental inspection deficiencies, lead abatement and other health and safety repairs.​

Program providing a $750 per-unit rebate to eligible landlords who successfully obtain a rental Certificate of Compliance from the City of Detroit’s Buildings, Safety Engineering, and Environmental Department (BSEED) on or after November 1st, 2023.  All building types are eligible.  Limit 10 units per landlord.

The City of Detroit and Environmental Testing and Consulting (ETC) have announced a new training program aimed at helping landlords and local contractors understand lead paint compliance issues. This program is designed to educate landlords on the dangers of lead paint and the steps they must take to ensure their properties are safe and compliant with the City of Detroit’s lead paint ordinance. ​

The training program will cover a range of topics, including the dangers of lead paint, various regulations, property maintenance and registration. Landlords will also learn valuable information about working with lead paint professionals, tax benefits and available grants.​​
