B.11- Bird Scooter to Support Reno Adaptive Programs
Council approved an amendment to the franchise agreement for shared mobility between the City of Reno and Bird, to add a $.01 per ride fee to be paid by Bird to the City to support the City’s Adaptive Recreation Program. Previously, Council requested that Bird support the City adaptive micromobility programs, and engage with the Reno Access Advisory Committee. On June 27, 2023, a representative from Bird presented to the Committee and committed to support the adaptive programs through a monetary contribution of $.01 per ride.
B.14 Sierra Vista Parking Lot and Restroom Improvements
Council awarded a contract to Gradex Construction for improvements to the restroom and parking lot at Sierra Vista Park, located at 1985 Beaumont Parkway. The project will include the construction of a new parking lot, site improvements, and installation of a prefabricated restroom in an amount not to exceed $699,986.25. The project is anticipated to be complete and open to the public in fall 2023.
B.16 Truckee Meadows Water Reclamation Facility Dewatering Project
Council approved a consulting agreement for design and construction support services with Jacobs Engineering Group Inc. for the Truckee Meadows Water Reclamation Facility Dewatering Building Project in the amount of $4,066,496 with Reno’s share being $2,790,836.21. Jacobs Engineering Group completed a pre-design and evaluation report that includes a new dewatering building design. The TMWRF dewatering facility, originally constructed in 1984, uses equipment to separate, thicken, and dispose of solid waste and recover water from sludge.
C.1, C.2 Market Street Abandonment and Development Agreement
Council approved a request to abandon approximately 20,000 square feet of public right-of-way associated with the western end of Market Street between Kietzke Lane and Redwood Place. The abandonment of the road will coincide with the Mill Street Capacity and Safety Project, work that is being done by the Regional Transportation Commission (RTC). Market Street is critical for traffic circulation until the Mill Street improvements are completed, therefore, the abandonment will not take place until the RTC project is finished as ensured in the associated development agreement.
C.4 Marvel Way Apartments: Affordable Housing Fee Reduction
Council approved a sewer fee reduction of $245,025 in sewer connection fees and up to $19,785.43 in building permit fees for Marvel Way Apartments II, whose future location will be 1585 Marvel Way, Reno, NV 89502. Reno Municipal Code provides a process for affordable housing projects to request a reduction or subsidization of building permit fees and sewer connection fees. Marvel Way Apartments II is an affordable housing apartment complex, with 45 units not exceeding 50% of the Area Median Income.
D.3 Sale of City Property: 1610 and 1790 West Fourth Street
Council voted to pursue an economic development agreement with JM Ranches, LLC for two city-owned parcels at 1610 and 1790 West Fourth Street at a purchase price of $870,000. At the January 25, 2023 meeting, Council approved moving forward with negotiating the agreement to sell the City-owned property. JM Ranches wants to invest $170,000 in capital improvements in the building, but wishes to secure the land itself to protect the investment. These improvements include the expansion of the current business, Eagle Window and Door, that operates and occupies half of the building, to the entire building to create a new showroom.
D.4 Sale of City Property: 0 Riverside Drive
Council agreed to enter into an Economic Development Agreement to continue the purchasing process and creation of a sale agreement with BUILT. for a city-owned parcel commonly known as 0 Riverside Drive at a purchase price of $850,000. Due to the fact this is an economic development project providing residential housing, council agreed to sell the land below market value provided BUILT. meets all conditions in the entitlement process in the future. This property, located to the north of the Truckee River, will be developed in alignment with the City’s strategic vision and goals by providing residential housing with rent rates that are attainable for the City’s workforce within 5 years of closing.
E.2 New Ward Map Selection
Council voted to amend Title 1, Chapter 1.02.010, of Reno Municipal Code titled “Ward Boundaries and Official city map,” to change the City of Reno ward boundaries and create a sixth ward on the Official City Map as required by Reno City Charter. Council chose Map Option E as the next official map for Reno. According to the Charter, the City is required to transition from five to six wards in 2024. Staff and the City’s independent data analytics consultant completed a comprehensive community engagement process between June-July 2023 to draft several ward map options for Council discussion and deliberation. Council must vote on these ward boundaries choice for a second time at the next City Council Meeting on September 13, 2023 for the map to become official.
